Cluster bombs–one of the most terrifying and deadly of the U.S. �weapons–are now being used as bombing intensifies. Hundreds of small bomblets packed with razor shrapnel are dispersed at super-high velocity over a wide area, ripping into people with devastating damage. Cluster bombs are prohibited by the Geneva Convention, because of their indiscriminate nature (Protocol 1, Relating to the Protection of Victims of International Armed Conflicts, Article 51).

NATO countries and their client allies involved in the war against Libya have held meetings in London, Berlin, Doha, Qatar and Cairo, Egypt, all demanding that the Libyan government be overthrown. Some NATO countries — Germany, Turkey and Spain — have voiced skepticism about finding a military solution.

The New York-based Human Rights Watch issued a statement April 16 charging that the Libyan armed forces had used cluster bombs in Misrata. The Libyan government immediately denied the charges and challenged HRW to prove them. (AFP, April 17) No casualties from cluster bombs have been confirmed in Misrata.

The U.S. produced and used cluster bombs during the war against Vietnam, and also in Iraq, Yugoslavia and Afghanistan from the 1990s through the early years of the 2000s. The Israeli Defense Forces used cluster bombs while bombing Lebanon in 2006. Neither the U.S. nor Libya has signed the Convention on Cluster Munitions, adopted in Dublin, Ireland, in 2008 and signed by 108 countries.

Getting less publicity in the corporate media or from human-rights organizations is the U.S. use of depleted uranium weapons in Libya. The Pentagon’s denial of reports of U.S. use of DU weapons has been met with skepticism, especially considering U.S. use of the A-10 Tankbuster aircraft there. Kate Hudson, the general secretary of the Campaign for Nuclear Disarmament, said, “We continue to seek a cast-iron guarantee that depleted uranium has not been used and will not be used in Libya. The U.S. has a long history of only admitting to deploying this radioactive

material months or years after it has been used.” (Herald Scotland, April 3)

Experts on the usage of DU weapons have insisted that based upon news video footage of U.S./NATO strikes on Libyan tank columns, one can see that these materials are being used in the war. GREG WILPERT: So, in your article you also write about your experience as a Marine. And at the time, you believed every word of the Bush administration. And once arriving in Afghanistan, you began to develop doubts about the mission, the efficacy and moral necessity of the war. How did you come to realize this, and were you alone or was this a pervasive belief among your fellow Marines?

LYLE JEREMY RUBIN: Well, I started having doubts before I even went to Afghan-istan because I got deployed in 2010. So, there were a number of years that had already gone by where policy in Afghanistan and policy in the greater Middle East in general hadn’t been fulfilling the stated objectives of the political class. So, I certainly went to Afghanistan with some doubts, but it was really the experience of, unfortunately, being part of operations and parts of foot patrols and vehicle mobile patrols where violence was conducted in one form or another, that really I think shocked me into a state of kind of radical awareness of just the overall moral rot that I think, to a large degree, constitutes American foreign policy.

And as to the question, was I alone? I don’t think so. I mean, I know fellow Mar-ines who have traveled a similar ideological journey as myself, and I know plenty of other Marines and other veterans in general that I serve with or I met afterward who have a lot of the same doubts that I had. And I would say that the majority of Marines that I served with, particularly the front lines, don’t have any faith in the mission itself. We might disagree on the implied politics of that. But I have yet to come across anyone that I knew that I served with in Afghanistan that would defend what we’ve done up to this point, and that have any faith that the mission will somehow resolve itself in the end.

GREG WILPERT: Well, that’s very interesting, especially considering that on the political level that is among the political elites, there seems to be this overwhelming consensus, whereas those people who are actually there, and perhaps among the broader public, there’s not the same consensus. I mean, for example, Obama not only involved us in Libya and expanded drone warfare, but he also expanded the surveillance state, backed the war in Yemen, which now the U.N. calls the worst humanitarian crisis in the world.

And then, during the 2016 presidential election, Democrats under the leader0-ship of Hillary Clinton even further began to favor war and hawkishness with hard-ened stances against Russia and Syria. So, why do you think there is such a unani-mity among the political establishment in favor of war, when among the people who actually served there, and perhaps in the broader public, there’s not that same unanimity? And how do you think the consensus, at least among the political class, could be broken?

LYLE JEREMY RUBIN: Right. So, I think there’s probably a lot of reasons why the political class, together with the media class, continues support America’s wars. I think there’s a lot of self-interest involved. I think, first and foremost, most politicians in both parties receive considerable donations and other financial support from various parties that are in one way or another involved in the military industrial complex. Beyond that, there’s just a major risk involved in not either actively or passively supporting the overall agenda of the Pentagon. You risk losing that money, first of all, but you also risk losing the support even of your own constituents that go beyond direct military industrial interest.

Unfortunately, a good part of the American public in one way or another supports military spending, and for not necessarily legitimate but understandable reasons. A number of communities across the country in one way or another depend on the war economy, either because they have bases in their area, or they have defense contractors that they are employed at or their friends and family are employed at. So, because the war economy has been a major force in the society for so long, it’s very hard to speak against it because a lot of people’s and media interests are either at risk theoretically, or really materially is at risk in one sense or another.”[10]

JUAN GONZÁLEZ: Well, Professor Cole, I wanted to ask you—while the president was giving this speech, this same week there was a key announcement, which I think has not gotten a whole lot of publicity, that the governments of the United Kingdom, Germany, France, China and Russia have all supported an idea to basically break away from the sanctions that President Trump has put on Iran, and to create some kind of a special purpose vehicle, a financial bank in Europe, that would allow companies to conduct trade with Iran and not be able to suffer from sanctions. I’m wondering if you could comment about the importance of this sort of declaration of financial independence by these major world powers.

JUAN COLE: Well, I think, in some ways, Juan, it’s one of the more significant developments in the relationship of the United States to Europe since the end of World War II. Europe has most often taken its lead from the United States on world affairs, and here it is directly defying Washington’s will. The U.S. Department of the Treasury is the instrument used by administrations to impose sanctions, and those sanctions can be imposed on trade that is conducted in dollars or through U.S. banks. And so what the Europeans are saying is we’ll set up a vehicle for Iran to do business with European firms, which will be in euros, and it will sidestep U.S. banks and international exchanges so as to ensure that some of the economic relief that was promised to Iran for mothballing most of its civilian nuclear enrichment research would come through.

AMY GOODMAN: I wanted to go back to Iranian President Rouhani speaking at the United Nations General Assembly, suggesting the U.S. under Trump has adopted a Nazi disposition. He didn’t mention Trump by name.

I’m wondering about his selection of countries that people should look to for inspiration.

JUAN COLE: Sure. Well, you know, all of the countries you mentioned have severe human rights problems, and I think Poland is just on the cusp of being sanctioned in the way that Hungary has been, for departing from European human rights norms and judiciary norms. Saudi Arabia, as you say, is an absolute monarchy, and despite some cosmetic recent reforms, they do things like sentence bloggers to a thousand lashes for criticizing the government. Even some of the women who had led the charge on getting the right to drive have now been arrested, now that it’s a government achievement, and they’re being denied the credit, and they’re in jail. So, yes, I mean, Trump exalts these right-wing tendencies. Poland has a very strong anti-immigrant policy, which is part of what Trump admires about them. And it all is—you know, if it’s not Nazism, it’s certainly racial superiority of what Trump would categorize as white people.

AMY GOODMAN: Early Tuesday morning, President Trump tweeted, “Despite re-

quests, I have no plans to meet Iranian President Hassan Rouhani. Maybe someday in the future. I am sure he is an absolutely lovely man!” Well, later Tuesday, in an interview with CNN’s Christiane Amanpour, Rouhani denied Iran had requested a meeting with Trump.

PRESIDENT HASSAN ROUHANI: [translated] Not this year, nor last year, we have never made such a request for a meeting with the president of the United States. Of course, last year, from American officials, we received eight requests for a meeting. And I did not see that as being an appropriate meeting, as I do not see it as being appropriate now. And a meeting must take place at a time when that meeting can serve a purpose, can be beneficial, can serve the benefits of both countries. But under the current conditions, when it comes to a meeting and dialogue, I do not see it as beneficial nor appropriate. But you should ask him who made such requests.

AMY GOODMAN: So here is Trump saying that despite Iran’s repeated requests, and President Rouhani is saying, “We made no such requests this year or last year.” But talk about the significance of this, Juan Cole—as President Trump declares he’s going to have a second summit with North Korea—his relationship with Rouhani, and what this means for even places like Syria.

JUAN COLE: Well, it shows the dangers of having somebody who’s, frankly, unbalanced as the president of the United States. I mean, he lies. He’s a pathological liar. Everything that comes out of his mouth is a lie. And to have somebody at the helm of the country who consistently tells these falsehoods is embarrassing.

It’s very obvious that the Iranians don’t want to meet with him and never have wanted to meet with him, because they had spent all of 2014 and 2015 negotiating this nuclear deal, and they finally had a breakthrough. They had international agreement. It’s a deal not with the United States, but with the U.N. Security Council plus the European Union, represented by Germany. And Trump violated that treaty. He withdrew from it and has put the United States on a war footing with Iran, to the extent that members of his administration are openly admitting that they are the Great Satan. We always took that as an insult. John Bolton seems to enjoy the epithet.”[14]

It only stands to reason that government employees, armed forces and first responders spend a considerable amount of time every year training to respond to crises. A major, catastrophic event may only happen once in a lifetime, but if and when it does occur, the appropriate personnel need to know how to respond.

Not all military exercises and government drills are the same, however. These training events can range all the way from computer simulations and war games—where no personnel are deployed and no physical resources are committed—to live field exercises where real people use real equipment and even real munitions to practice responding to real-world emergencies or simulate real warfare. And as these drills and exercises move from abstract models to real-life exercises, the line

between reality and simulation can become blurry.

What does it mean, then, when a simulation of an emergency takes place at the exact same place and time as that real emergency is happening in real life?

What are we to make of this? Is this just a remarkable coincidence? Proof of the the keen insight of advisors like Peter Power in correctly predicting the locations and times of likely terror attacks? Or something altogether different? And, if this was set up by some intelligence agency or someone with advance knowledge of the real attack, what would be the point? Why would they bother to schedule a drill “rehearsing the event” at the same time as the event itself?

Just as there are various kinds of drills, war games and exercises, so, too, are there different ways that such simulations could be used to help facilitate an actual event. A drill could be used to distract security services and hinder responses, for example, thus helping an attack to succeed. Or the exercise could act as an alibi in case the plot is discovered before it can take place. Or, in an even more chilling scenario, a war game or training event could be used to recruit patsies who, believing they are only taking part in an exercise, unwittingly move people or equipment into place for a real attack.

But as outlandish as this idea seems to those not immersed in military history or strategy, the idea of a war game “going live” is not limited to the world of fiction. In fact, it is a real and openly-acknowledged secret among military planners that such exercises can be used as an operational cover for a real attack. Reflecting on lessons learned from his tenure as Secretary of Defense under Ronald Reagan, Casper Weinberger observed that “the difference between a realistic exercise or maneuver and what could be preparations for an attack, that line is sometimes quite blurred.”

And Weinberger should know. It was under his watch that a “fictional” war game scenario brought the world to the brink of a very real global thermonuclear war.

In 1983, at the height of Cold War tensions over the Reagan Administration’s moves to increase the US nuclear arsenal and his national security directive calling for the ability to win a nuclear war, NATO decided to simulate a first-strike nuclear attack on the Soviet Union in an exercise dubbed “Able Archer 83.” As recently declassified documents show, the exercise was unprecedented in its scale and scope, even involving a very real radio-silent air lift of 19,000 US troops to Europe. So realistic was the build up of forces and the preparations for nuclear strikes during these “war games” that, as we now know from these documents kept hidden from the public for 30 years, Able Archer 83 very nearly caused a real nuclear exchange.

But these concerns about war games going live did not end with the break up of the Soviet Union. On September 10, 2001, the Russian Air Force began a week-long training exercise over the North Atlantic, Pacific, and Arctic Oceans. The exercise simulated a Russian bombing attack in response to NATO aggression. On September 9, 2001, NORAD announced they would be deploying additional fighter aircraft to Forward Operating Locations in Alaska and Northern Canada to monitor the exercise and “ensure that our air sovereignty is maintained.” The Russians called off their war game when the 9/11 attacks began to unfold.

Military planners know that simulations and war games can be used as cover for real attacks. But what about 9/11? Were there any exercises, simulations or drills that had a bearing on what was happening on that fateful day?”[18]

“This study reveals that U.S. military forces were directly responsible for about 10 to 15 million deaths during the Korean and Vietnam Wars and the two Iraq Wars. The Korean War also includes Chinese deaths while the Vietnam War also includes fatalities in Cambodia and Laos.

In the latter wars there were between nine and 14 million deaths in Afghanistan, Angola, Democratic Republic of the Congo, East Timor, Guatemala, Indonesia, Pakistan and Sudan.

But the victims are not just from big nations or one part of the world. The remaining deaths were in smaller ones which constitute over half the total number of nations. Virtually all parts of the world have been the target of U.S. intervention.

The overall conclusion reached is that the United States most likely has been responsible since WWII for the deaths of between 20 and 30 million people in wars and conflicts scattered over the world.

To the families and friends of these victims it makes little difference whether the causes were U.S. military action, proxy military forces, the provision of U.S. military supplies or advisors, or other ways, such as economic pressures applied by our nation. They had to make decisions about other things such as finding lost loved ones, whether to become refugees, and how to survive.

And the pain and anger is spread even further. Some authorities estimate that there are as many as 10 wounded for each person who dies in wars. Their visible, continued suffering is a continuing reminder to their fellow countrymen.

It is essential that Americans learn more about this topic so that they can begin to understand the pain that others feel. Someone once observed that the Germans during WWII “chose not to know.” We cannot allow history to say this about our country. The question posed above was “How many September 11th s has the United States caused in other nations since WWII?” The answer is: possibly 10,000.”[19]

A bombshell Wall Street Journal report details a leaked classified memo which shows Secretary of State Mike Pompeo decided to continue US military involve-ment in the Saudi war on Yemen in order to preserve a massive $2 billion weapons deal with Riyadh.

This should come as no surprise to those aware of the decades long “oil for weapons” relationship that has defined Gulf countries’ ties to the West in modern history, but it’s unusual to have such high level confirmation of the decision-making process almost in real time.

The WSJ summarizes the importance of the classified memo, which its reporters have seen in full:

Mr. Pompeo overruled concerns from most of the State Department speci-alists involved in the debate who were worried about the rising civilian death toll in Yemen. Those who objected included specialists in the region and in military affairs. He sided with his legislative affairs team after they argued that suspending support could undercut plans to sell more than 120,000 precision-guided missiles to Saudi Arabia and the United Arab Emirates, according to a classified State Department memo and people familiar with the debate.

The number of civilian casualties cited in the WSJ report — 16,700 killed or injur-ed — is on the very lowest end of estimates to emerge over the past three years of the conflict. Some Yemeni reporters and regional humanitarian organizations have suggested the actual figure is closer to 70,000 killed.

In August the Saudi-US coalition bombing campaign, which has been largely ignored in international media since it began in 2015, was thrust into the American media spotlight after a bus full of school children was struck by a guided bomb produced by Lockheed Martin.

The attack, which killed 40 children, was described by the Saudi coalition — of which the US plays a central role — as part of ongoing “legitimate” military operations against pro-Iran Houthi forces.

The school bus bombing and prior documented attacks on hospitals, funerals, and civilian residents, caused a bipartisan group of Congressional lawmakers to attempt to shut down US support to the Saudi/UAE coalition.

NPR has previously described the US role in Yemen while reporting from inside the country as focused on providing “targeting information, equipment and aircraft refueling to the Saudi air campaign, which has been widely criticized for being in-discriminate and killing civilians in places like hospitals, funerals and homes.”

When earlier this month Pompeo certified before Congress that the Saudi coali-tion was working to reduce harm to civilians in Yemen — something Congress recently put into effect — is was an obvious sham.

And now there’s overwhelming proof that this was the case. Just prior to Pom-peo’s certifying that US support for the Saudi coalition bombing campaign should continue, officials within the State Department argued against it, per the WSJ re-port:

Most of the State Department’s military and area specialists urged Mr. Pompeo in the memo to reject certification “due to a lack of progress on mitigating civilian casualties.”

That included the State Department’s Bureau of Near Eastern Affairs, the Bureau of Political-Military Affairs, the Bureau of Democracy, Human Rights and Labor, and the Bureau of Population, Refugees and Migration. Their recommendation was also backed by the legal advisers who took part in the policy review.

But what ultimately tipped to scales in favor of continued support? The WSJ reports the following based on the leaked memo and the testimony of officials close to the matter.

The only group that urged him to fully support the Saudi-led coalition was the Bureau of Legislative Affairs, which argued in the memo that “lack of certification will negatively impact pending arms transfers.”

The State Department’s legislative team said “failure to certify may also negatively impact future foreign military sales and direct commercial sales to the region.”

Pompeo’s official endorsement of the US Gulf allied military campaign came last week in spite of the memo informing Congress that “Recent civilian casualty incidents indicate insufficient implementation of reforms and targeting practices.” And the memo spells out that “Investigations have not yielded accountability measures.”

Thus the Raytheon sale of 120,000 precision-guided missiles to Saudi Arabia and the United Arab Emirates — a deal said to be worth over $2 billion — appears the ultimate decider here.”[20]

US Efforts To Halt Eurasian Integration Are Failing Miserably

The logic behind such a move has everything to do with the ongoing process of Eurasian integration. Progress in this regard has been multifaceted in recent months and years. It ranges from the most important event, namely the entry of Pakistan and India into the Shanghai Cooperation Organization (SCO), to other less known events, such as the signing of the Caspian Sea treaty by Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan. The United States is committed to stopping this integration. Staying true to Brzezinski’s grand strategy, based on the concepts of Heartland and Rimland, it has not been difficult for policy makers and advisors of the current US administration to understand the importance of Afghanistan in helping the process of Eurasian integration by fomenting terrorism. Afghanistan plays an important double role as a hinge between both Eurasia and the Middle East and the Persian Gulf.

The central geographical position of the Afghan state gives it an important geo-political role, especially from 2001, when it was illegally invaded under false preten-ses and without justifying proof (as recently documented by The Corbett Report). The complicated relations between India, Pakistan and Afghanistan derive essenti-ally from the destabilizing role played by Pakistan (especially its military and intelli-gence wings) in Afghanistan from the 1980s to today, courtesy of financial support received from Saudi Arabia and the political, and military and intelligence support from the US. Islamabad has for decades made itself available as a launching pad for more or less official operations since the times of the Soviet presence in Afghani-stan. The Mujahideen, supported by Reagan and declared “Freedom Fighters”, are none other than the forebears of today’s Al Qaeda terrorists, which has mutated into other appellations in Syria like Al Nusra and Daesh. The formula has changed little over the last 30 years, the ingredients being Saudi money, Pakistani support, and American weaponry and intelligence.

Eurasian integration has accelerated considerably in recent years thanks to the

influence of Russia and China in the region. Over a short time, Beijing has proposed the construction of various infrastructure projects (the most famous being the China-Pakistan Economic Corridor, or CPEC) in Pakistan to improve the transport network as well as the delivery of goods and trade. Pakistan was one of the first countries to adhere politically and economically to the Chinese initiative known as One Belt One Road (renamed the Belt Road Initiative, or BRI). Thanks to Moscow’s skilful diplomatic and political work, New Delhi’s pronounced distrust of the new alliance between China and Pakistan has decreased. Putin and Xi Jinping have literally accompanied over months, if not years, the process of rapprochement between Pakistan, India, Russia and China, with the aim of laying the foundations for an entry of the two countries into the SCO. The idea of Xi and Putin is based on a strategic parity between New Delhi and Islamabad, well balanced thanks to two friendly countries like Russia and China.

The entry into the SCO was already broached in 2015 as a revolutionary act for the region, with the clear objective of working together to pacify Afghanistan and to advance the commercial and social integration of the Eurasian continent. Terror-ism is a monumental challenge in this context and one of the main threats to the Chinese BRI project. Both Moscow and Beijing need to protect their commercial and financial projects in the region by preventing the use of terrorism as a means of sabotaging future rail, road and energy-development projects. The intention to use the SCO as an international framework to bring the five key players of the region (Afghanistan, India, Pakistan, China and Russia) to the same table is a master stroke for which Xi Jinping and Putin will be remembered.”[21]

“The need to achieve a 50% cut in greenhouse gas emissions by 2050 has the shipping industry in a spin. LNG’s credentials as a transitional fuel are the greenest of the currently viable alternatives. The alleged environmental advantages of LNG as one of the three mainstream propulsion fuel options available to shipowners have been called into question of late.

University Maritime Advisory Services (UMAS), in a study published in June 2018, concluded that the European Union’s (EU) projected spending on LNG bunkering infrastructure would have no significant climate benefits. Furthermore, UMAS, a University College London consultancy division, has noted such investments could potentially increase greenhouse gas (GHG) emissions from shipping as a result of methane slip in the LNG supply chain.

The EU has spent US$250M to date on projects promoting the use of LNG as transport fuel for ships, inland waterway vessels and vehicles. These monies have accounted for up to 50% of the total cost of individual schemes, usually matching the private sector’s contribution.

If this level of subsidy was to be maintained over the long term, and if one of the high LNG use scenarios considered by UMAS comes to pass, the EU could be forking out up to US$22Bn through 2050. Such a high-use case might occur if LNG prices remain comparatively low and alternative fuels like hydrogen are unavailable.

The UMAS consultants concluded that such a financial commitment would deliver, at best, only a 6% reduction in GHG emissions by 2050 compared to the replaced diesel fuel. Such a level is well below IMO’s objectives of at least a 50% cut by 2050 and the goal of zero emissions sometime during the following half century.

Although it may be the cleanest-burning of the fossil fuels, LNG has some inherent drawbacks, according to UMAS. For a start, LNG only provides a 20-25% reduction in CO2 emissions compared to diesel.

Secondly, the LNG supply chain, from natural gas production at the wellhead and LNG liquefaction to LNG handling, regasification and gas consumption, is prone to some degree of methane slip. Natural gas and the LNG processed for carriage by sea and use as bunker fuel is, typically, composed of 95% methane.

Methane is a potent GHG due to its ability to trap radiation [what radio-isotope] and hence promote global warming. A recent US study on methane slip by the University of Delaware and the Rochester Institute of Technology for the US Maritime Administration (MARAD) found that on a volume basis, CO2 accounts for about 82% of all GHGs from human activities in that country, while methane is responsible for 9%. However, in a tonne-for-tonne comparison, methane has an impact on climate change that is 25 times more adverse than CO2.

Losses of methane throughout the supply chain have been put at less than 2.5%. However, although methane emissions volumes are relatively small, the escape of natural gas has a disproportionately high global warming potential (GWP) quotient.

Methane slip in the context of LNG-powered ships occurs as a result of gas leaks during bunker transfers and also when a small proportion of the natural gas intro-duced into engine combustion chambers fails to burn and escapes through the exhaust system to the atmosphere.

The methane that escapes the combustion chamber in a gas-fuelled engine as an unburned hydrocarbon stems from the poor combustion of methane under very lean methane/air mixtures; variations in flame propagation dynamics; and “blow-by” of unburned methane during cylinder valve operations.

The three most popular engines utilised by LNG-powered ships are: lean-burn, spark-ignited engines operating on the Otto cycle; diesel dual-fuel (DDF) compres-sion-ignited engines, opera-ting like a lean-burn engine on the Otto cycle, but with Diesel cycle injection to ignite the methane/air mixture; and diesel-injected, com-pression-ignited engines operating with natural gas on the Diesel cycle.

The first type, the lean-burn gas engines of the type manufactured by Rolls-Royce and Mitsubishi, can achieve lower downstream CO2 emissions levels than DDF engines at similar air-fuel ratios. Such engines can also operate on a much leaner fuel-air mixture and at higher compression ratios using advanced spark tim-ing. However, such engines are more prone to methane slip than compression igni-tion engines

DDF engines typically use a port-injected, air/methane mixture which is ignited by Diesel cycle injection and burns with the same flame propagation as in Otto cycle combustion. Such engines, including Wärtsilä’s four-stroke and Winterthur Gas & Diesel’s two-stroke units, offer lower levels of methane slip than lean-burn gas engines.

In high-pressure, gas-injection Diesel cycle engines, such as MAN’s ME-GI units, the combustion process utilises pilot fuel ignition and is diffusion-controlled, as in conventional diesel engines. Such two-stroke engines provide high levels of reliability, thermal efficiency and fuel flexibility, as well as low levels of methane slip, to the point of being negligible.

However, high-pressure gas-injection engines do not result in NOx reductions sufficient to meet IMO’s upcoming Tier III requirements. Such units have to be prov-ided with an exhaust gas recirculation (EGR) system and/or a selective catalytic reduction system to achieve the required NOx reductions.

As a general rule, methane slip occurs only in the Otto cycle mode, including in dual-fuel engines, but not in the Diesel cycle mode. Methane slip tends to be gre-ater at lower engine loads and is also dependent on the composition of the natural gas and the engine speed.

All manufacturers of gas-burning engines continue to work to minimise meth-ane slip. This is done by ongoing development of their combustion chamber tech-nologies to improve the combustion process; using catalysts to oxidise unburned methane; and optimising turbocharging arrangements. After-treatment systems utilising catalysts for methane oxidation are acknowledged to be a technology requiring further development.”[22]
